Largely, yes. Some of the observational one-liners are quite good, but a lot of the rest of it is crap.

I've always had him down as a permanent pantomime "artiste", how he keeps getting gigs for the rest of the year is beyond me but then again, there's always Peter Kay, I doubt I'll ever figure that one out

Its down to catchphrases.

Invent yourself a catchphrase that the office clown - the one who thinks he is hilarious but he's in a minority of one - can use to exhaustion, stuff like "Cheesecake ?" and "There's only one way to settle that..." and you're made for life.

I always thought he was a bit avant-garde for me, and then he got a job on ITV doing the Saturday tea time slot.
