Never heard it, is it used in the same context as "...down to a t"? Which I believe is;
Down to a T has been shortened from Down to a tittle (the cross of a t)
When handwriting, most people omit the dot on an i or a j so when you suggest something is "down to a t" you're saying it's perfectly right, As in, they have
even added the tittle.
Again though, not sure where it originated.
