That is different to the LA funding criteria that was very much based on the coalition plan to cap spending and is a national decison being implemented locally albeit one that the council does not want to pursue. That is one decision the coalition took which quite clearly would have a very detrimental effect on poor people in London due to the high cost of rents and low housing stock.

To a large extent it is social cleansing in London. Make it impossible for the poor, the low paid or public service workers to live there.

There are millions of Rumanians and Bulgarians coming in January, who will be more thanh happy to sleep 20 to a tower block flat and work in those jobs. The government and London aren't stupid. They need to make way for the influx of new people without overburdening public services in the capital and at the same time keep London's economy powering forward with cheap, flexible, willing workers. As others have consistently argued, immigration brings enormous benefits to the UK and London in particular benefits from the throughput. Problem is that throughput develop bottlenecks and that's why the shipping out policy is needed.

The Times carried a piece today which said the housing stock in the 10 most expensive London boroughs is worth more than the entire housing stock of Wales, Scotland and Northern Ireland.

Not quite sure how that fits into the thread, but just thought it might be of interest.
