That's more ridiculous then him only getting one game, what's the point of banning someone if they can use a friendly

If you can use a 9's tournament then it only makes sense that you can use a friendly.

Exactly. This is an area where the rules are flawed IMO. When a player receives a ban, that ban should be enforced for the competition in which the offence was committed, or for some gradings, all competitive games.
