Like Widnes, Halifax were rejected for a license in 2008, but the reigning Championship title holders think they have made a strong case for a return to Super League, where they played from 1996-2003.
"Everyone is saying that Widnes are favourites but not every favourite wins, do they," club director Mike Riley said.
"Our bid is every bit as good and I would say better, given our performances on the field over the last couple of years."
The licenses will be decided upon by the RFL's five-strong independent board of directors, with specialist contributions from external agencies such as Savills and KPMG.
All existing Super League clubs must submit their applications for new licenses by close of business on Thursday. The full make-up of the league will be revealed on July 26, with two existing clubs possibly being jettisoned to make way for a second Championship club.
