Basically both.
He's fit enough to play for the U20's, but is nowhere near as fit as the rest of the squad.
i.e. He's not injured, just lazy.
As to "good enough" - Again, he's good enough at running over teenagers to score for the U20's, but looks completely disinterested any time he gets near the first team - Which is a crying shame, because if he applied himself, he seems to have the attributes to be a real handful.
He's had his chance at Wigan and I'd be happy to release him to anyone who will have him. whether that's Cas or even a drop to the Championship.
