There is a difference between a dummy runner and someone who is thrown a short dummy pass. The players are committed to the tackle of the non receiver and cannot always pull out of the tackle. What you are saying is the same as someone who kicks the ball and is then tackled or hit by the opposition who cannot pull out of the tackle, the offender should be penalised and sin binned every time. I could have lived with Ferres being penalised for obstruction but a sin binning was way over the top. I suggest you watch the televised games and see how many times players are sin binned for tackling a player without the ball, it never happens unless it's a professional foul. Cunningham hit Leuluai late last week and was penalised but he wasn't sin binned, as far as i am aware any late challenge on the kicker warrants a sin bin period, of course this does depend on who you are and who you play for.
