I would be disappointed if they hadn't discussed it. I suspect it would have been a quick decision to rule it out given, as you say, they are very far down the road with GH. However, they owe it to the club to discuss all possible options, even if only to rule them out.
You can spin these things however you want. To say they discussed it could mean it was a two line conversation: "What about looking at Hicksons site?" "No, we'll stick to GH." There, it's been discussed.
