Yes I'd guess it's deliberate, and inspired by the Youngers era.
But I don't get why, if you're going to go with something relatively radical like the white band, you wouldn't anchor the rest of it in identifiably Leeds colours - ie white collar,. (Matching the band), the right blue and the right amber.
This is just a little too far from even being recognisable as a Leeds shirt and is another reminder that the guys at Headingley don't appear to have any brand guidelines to stick to at all.
