The current mess is a bit of a necessary evil though. The quota rule never worked because of all the Kolpac options. If you changed the rule to non-fed train = no loopholes. The problem is that it would get legally challenged by those already under contract prior to the rules changing as clubs would have had to honour said contracts.
In 3-5 years time (unfortunately long) there should be no way around having more than 5 non-fed trained players in your squad. Across that time the numbers will have to reduce as those with exemptions retire. I can't see any other way in which the RFL could have reduced the quota numbers without leaving themselves open to being sued.
