The rules are as follows:
If any signing takes place or is authorised by the Board after close of business on the Friday prior to the last:
(i)Seven rounds of regular matches in Super League (18th July, 2014); or
(ii)Six rounds of regular matches in Championship (25th July 2014); or
(iii)Three rounds of regular matches in Championship 1 (15th August 2014)
then the Club shall not be entitled to play that Player in the remaining rounds or in any Match in the relevant Grand Final Series.
However nothing in this Operational Rule shall prohibit:
a Player who is registered with a Club on an Amateur Registration (Trialist), and subsequently signs for the same Club as a Professional; or
a Player who has been on loan to a Club having his loan extended or returning to his loaning Club; or
a Player who is dual registered playing for either of his dual registered Clubs subject to the Dual Registration having been submitted to the RFL and acknowledged by the RFL prior to the appropriate competition deadline and subject to the Player meeting any qualification requirements for the appropriate competition.
playing for that Club in all or any such Matches provided that the relevant paperwork is submitted to the RFL in the format as required from time to time.

believe the bold bit is referring to the general RSCM exemption application process - no idea if it's usable though...
