Well, yes to be truthful. Back then though there were clauses built into the new Super Duper League about having academy teams, full time administrators, better coaching and ground improvements etc etc, though I'm not sure they are all still in the rulebook [or that it was very assiduously applied back then], and yes I can still see the extra cash being used to increase the salaries of journeyman players.

According to the RL Express the Sky deal includes 17.8 million during the life of the contract to go to the clubs for coaching and charitable foundations. The first payment of 100k will be paid to each clubs charitable foundation in July. This might help.
But I agree that there should be a more defined and substantial investment in the grassroots.
