That is the question.

And, I think, it's a fairly important question. If the Bulls staff and players were to be TUPE'd from OKBulls to BB2014 on the understanding BB2014 were going to be the company owning and running the club but then BB2014 pull out of buying the club doesn't that mean there's no TUPE?

And if there's no TUPE doesn't that mean Carvell is now in breach of contract as he wasn't free to leave the club. Meaning he therefore wasn't free to join up with Hull, meaning Hull have been fielding an ineligible player since the start of the season and as such should be docked any points earned while Carvell has been playing even though the RFL have been complicit in his move and his illegal playing.

Or have I misunderstood the situation?

The temporary license thing complicates things big style. Perhaps Carvell's transfer should be a 28 day thing!
