No No no,- you go through the whole shebang of negotiating with new owners first. THEN, when they've pretty much committed, you hit them with the fine to teach them a lesson, then you tell them it's take it or leave it.

Just imagine how an illegal arms cartel might operate, or maybe the mafia and then you've got it.
