The idea that clubs `don`t want` promotion has been around for years and in some circumstances may be true. Particularly in cases where promotion would bring more onerous ground requirements for example but that obviously doesn`t apply in City`s case.
Higher wages would be a problem though and where normally higher attendances and sponsorship/advertising revenues would be expected to cover that, in City`s case, with the really cheap ticketing offers I`d guess that the extra fans that might normally be attracted are probably already going.
All of which means putting up prices which hopefully won`t, but might, actually cause a fallback in sales. Players and fans always want the highest level obtainable though and if fans thought their club lacked ambition it could cause some to lose interest. A bit of a minefield really.
