Platt looks to be out of position too often which contributes to poor decisions as he's under pressure sooner. If he could sort that side of his game I'd say he's a better option at full back. Right now Halley, although he's not error free, isn't making the stupid mistakes and deserves to be in the starting line up.
Perhaps Halley's positional nous is no better than Platt's but he is using his pace to put himself into better positions as needed in developing a defence, and also for running the ball back so gaining ground towards his forwards.
Platt's overall pace is reasonable but pretty poor from a standing start which IMO leaves him exposed to repositioning.
