I love this thread. All the old canards, and half forgotten bits of old news getting a new airing, what's not to like!!...Now, whilst I don't really know anything, I'm pretty sure we can discount just about all of the lease info from 2,3 or 4 admins ago (I forget how many..) as it's pretty unlikely to be still active in the new iteration. Same with all the old "Odsal settlement" conditions, which, in any case, were the duty of the council's leaseholder (currently the RFL) not us. Obviously, I know nothing of the conditions of our lease from the RFL, other than it was, supposedly, similar in its general conditions to the old one ie, we were responsible for 'upkeep' and any development.
Upkeep can be just about anything, of course, and providing nothing serious actually falls down and badly injures someone then it can be literally nothing in any given period. As recent (lack of) upkeep work shows. Lack of any general annual maintenance does come back to bite, of course as it's basically just saving it up for a bigger bill further down the line. As many RL clubs have demonstrated so admirably over the years.
I'm sure there is a plan. In fact, I'm sure there are a few plans; ours, the council's and the RFL's. What I'm not so sure about is where (if at all) any of these plans might overlap to give a coherent whole. Nor am I convinced of the ability of any the plan holders to bring anything to fruition. It's a total Brexit.
