I think it was pretty well acknowledged [though clearly that doesn't make it automatically true] that the RFL/SL were only trying to 'flush out' some genuine investors [as distinct from the ones we all assumed to be floating around in the background and orchestrating events] and never had any real intention of running the club.
To be honest, it isn't really possible for the governing body to run a club - too much 'stuff' to get in the way, but the tactic - if they feel there are other people in the wings - may be worthwhile. That said, London don't have the intricate backstabbing shenanigans going on in the background as we did, so conditions aren't really the same.
