Well he did personally guarantee it so there would have been a stink if he hadn't honoured his commitment

The T&A say he has "vowed" to repay it. In the same article, the council "vowed" to recover it, when being "quizzed" about it.

If you quiz me, I vow I hate this sort of lazy news-speak.
