First hence the words 'in effect'. The RFL witheld general distribution of sky monies, only transferring an amount over to the adminsistrator to cover the wages. This was done and passed on to the staff within the same day. An exact amount in and out within a matter of hours carried out on two occaisions.

Yes they could, the administrator is not bound to keep anyone on. It would just be harder to run a RL club as a going concern if he let all the players go.
