Reintroducing it a year before the licence decisions is a gamble that may not pay off. Plus still no 18's academy? No Foundation academy? The RFL may not take that as a serious long term attitude and rewarding that would just encourage all lower division clubs to sack off their academies and reserve sides until the licence reviews are in play again.
