I once suggested something similar to the 2nd rule when debating about how some games were becoming stop start because of all the penalties given for holding down, particularly at the start of the season.Given that most offences around the play the ball are down to interpretation it's possible that a team could commit a certain offence twice and get away with it while another team could do it once and lose 40 metres in field position or concede 2 points from a penalty.
Wiping the tackle count would prevent the game from becoming stop start. While it does mean the team who commit the offence aren't punished as much it's often said that refs could find something to punish at every ruck. I think it would help the refs to become more consistent and perhaps ease the pressure when it comes to judging ruck infringements.
