Because it should have started a long time ago, so making an example out of Cas is only not fair, but could land the RFL in hot water because Sky Sports News has footage of Salford throwing stuff onto the pitch, and I wouldn't be surprised if somebody has pictures too, so if Cas get a fine/points deduction etc, Cas could just gather up this evidence, ask the RFL why Salford weren't fined, and if the RFL again ignore it, they could end up in court.

The only debatable one was the video ref cas try which by the letter of the law should have been disallowed. Soo you were one up there.
Pelo was a double movement, and all the high tackles missed all add up to field position and less ball in hand for Catalan so you can't say all major decisions were correct.
