i suppose another way of looking at it is, we have removed the high tackle, violent conduct, spear tackles, grapples and other serious offences from the list of penalties.
These could now be listed as "Violent and Dangerous Play". If one of these takes place then the referee stops the game. He calls over the offending player and captain, disciplines them how he sees fit, and then asks the team with the ball whether they would like to kick to touch, continue from where they are with another set of six, or kick for goal... like i said, these could be worth 3 points.
Penalties now result in a simple resetting of the tackle count or a straight hand over for obstruction or incorrect play the ball.
I think it's a nonsense that the same amount of yardage can be gained from a penalty for markers not being square and offside as can be from a serious act of thuggery.
