I have not read any official statement why Toulouse did not play this year, so I am not sure if it is because they were too late to register or if it is because the NRC is only open to British clubs.

So do you think we are likely to see Toulouse in NRC next year, or not?

If they are going to compete in the league then they should compete in the NRC, if they aren't they don't deserve to be in the league.
