I was thinking of the rather brilliant "Circumstances" by the original power trio , Rush. It contains the lyrics....
Plus ça change, plus c'est la même chose.......the more things change, the more they stay the same.

Or the last few words of the old The Who classic Won't get fooled Again..... "meet the new boss, same as the old boss"
