When was Briers in a poor team? Wales in 1999 for one game against the Ozzies?

...as opposed, of course, to a massively underperforming team.... and, given how bad Wire have been when set against the resources they have, surely the pivot/captain takes the flak? And I notice he led Wales' unsuccessful tilt at World Cup Qualification. Mmm. Pattern forming?
