I have only seen it during the day (only time I have really been down there), but it has been there on and off for at least 6 weeks. Its a van and a man and of course a camera and radar gun thingy pointing out the back.

Correct. The National speed limit signs used to go as far up as Astley then change to 60, and then 50 after the M60 junction, but a couple of years ago they extended the 60 stretch to include Leigh & Lowton.
