What about having a team that wins about 3 or 4 home games a season? You never know. it could catch on

Have home games every two months and on irregular days/time slots.

Tell ST holders to swap their vouchers for Leyton Orient tickets. Then when they turn up to do it, tell them the tickets aren't available.

Have absolutely no marketing in the tourist hotspot of the country.

If that fails moving stadiums might be a good idea.
