What people are saying is that it should be a % of the Turnover of a Particular club i.e
If a Club Turns over 10M Why can't they spend 5M
If a Club Turns over 4M They Spend 2M

I wouldn't say about the Turnover, as bigger clubs now are always going to have the advantage, with more fans and more retail revenue.
However, I would definitely say that Home grown players shouldn't count on the salary cap. I would also bring in a stipulation that states only a certain amount of money can be spent on the wages of foreign players.
