I'm not against the idea of a marquee exemption but there are other areas to spend money on first.
Like he said, start with rewarding clubs for producing homegrown players by increasing the exemptions on their salaries. This at least provides some ammunition to allow SL clubs to keep their best youngsters if/when offers from the NRL or Union come in, some will inevitably leave anyway but it at least allows us to compete on a financial level. This is number 1 priority, the likelihood of a truly world class marquee player coming over at anything other than the back end of their career is still very unlikely whilst the NRL is so strong and they have Origin. If a marquee signing was allowed we still wouldn't see Slater, Inglis, SBW or any other player of that calibre in SL. I like Koucash but he needs to get Salford challenging for the top 8 on the current SC before he starts wanting increases or marquee allowances. This one off-cap marquee player is a far too simplistic model that wouldn't really address the more pressing issues.
