Contact or not, you could make the analogy, if a player sticks out a leg to try to trip the ball- carrier, but the ball-carrier hurdles the leg and continues, that's still foul play, surely. As is this.

If someone throws a punch and makes poor contact, do they escape punishment? Of course not.

However, we're discussing this with someone who is using the disciplinary panel as some arbiter of what actually happened

The MRP aren't fit for purpose and never have been. I'm sure you'd be saying the same if that assault had been on one of your players.

Now go away and stop making a fool of yourself. If you can't see contact in the clip I've posted I doubt even Specsavers can help you.
