I think Scholes has been in the same boat as Ryan Giggs. No clubs will have shown an interest in them because there was no chance they were getting them.
They were at the biggest club in England. No club in England would have even bothered thinking about getting them. A major Spanish or Italian side would have been wary of paying such a massive premium for them given the poor travelling that English players have done.
When Souness, Rush, Linekar went abroad they were doing so because they could earn a lot more abroad than they could in England. For Scholes and Giggs they could earn the big money without going to another country and wasting their time speaking another language.
