You can say that, but, most of the guys on the WWE roster...i'm talking everyone apart from:
Hunter
Jericho
Taker
HBK
Regal

came up from the WWE's 'Development' territory. Now a few pottered about on the 'Indie' scene before they were signed up [Punk, Harry Smith, TJ Wilson etc] but none have the background of working the territories that the older guys had. The territories are where you honed your craft and being a sculpted performer before you move up to the big one that is WWE. The new guys just don't have this advantage, so never come up to the WWE roster as a finished, polished product. The have no idea about promos and about ring psychology. This is why WWE sucks. Not the writers, not the corny backstage skits. It's tje fact that when, in a few years, the guys i've mentioned have all retired WWE will be full of guys who have simply come up through developmental. Not really a positive future for Pro Wrestling, really.

Correct. It's like there being no minor League baseball or even National League Rugby and everyone has to be selected and developed through junior and Academy systems. They hit the big time before they are ready and are just disregarded as not being good enough almost instantly. A massive thing is wrestlers not being comfortable within their own gimmick; sometimes we'll see a Wrestler signed and allowed to use his current gimmick (dudley boys for example), but when someone comes in and is given a completely new gimmick to get in to, they can often seem uncomfortable in it and not fulfil their potential.
That said, the booking is woeful at times in the 'E.
