No. The European Cup has been around for 55 years. Liverpool have 5 triumphs in the EC, Everton have none. To claim that was a direct reference to Heysel would be ridiculous.
But producing a banner with Steau Bucharest 86 is a direct reference to them being banned from the competition because of the Heysel Ban. To say it isn't is just a lie.
