I don't allege anything, that's why i put a ? at the end of the question.

Can the RFL only do that to a chairman?
Or can they do it to the board of a club?

Just to correct you Pete. The RFL didn't come out and call him a unfit and proper person. As with most professional sports nowadays, the governing body, in the case the RFL, have a criteria that prospective directors are judged against.

The criteria can be where a directors finances come from, for example you can't own an American football franchise if you make money from gambling, In football you can't be a director if you've been banned in another sport for corruption or cheating. You also can't be a director if you've serious criminal convictions including fraud.

Spencer failed on the basis he had been part of a failed club within a certain period. Any other member of the last board would have failed it on these grounds as well.

Somewhere on the RFL website there's a PDF you can download which has the criteria on how they decide.

I'm not on a PC so can't provide a link but if you find time to read it, it's pretty cut and dried.

To be honest I think the new board used the process as a polite way of showing Spencer the door by taking the decision out of their hands.
