Toronto do, at least for league games.It makes no financial or logistical sense for any club involved for Toronto to play in the L1 Cup.
Going back to 666's post, I'm not sure what the RFL gain from it ("but it simply goes to show that the RFL can do whatever they want to further their own ends!"). It seems like a sensible decision to me.
