If that is what was actually said then I'm sorry but that does not warrant a grade F charge.
If this is the situation then it just sums up how out of touch Kendal is with the game and lacks any ability to effectively communicate with players in game situation when tempers, adrenaline and occasions are high.
All he had to do to calm the situation down was talk to the player instead of being unapproachable like he was as though he is above everyone.
