It's as plausible a reason as any. In fact it's the most plausible reason - similar rumours get started almost every day. It may even have been news of the meeting - there were a fair few people who would have known about it.

What it wasn't was a leak of the actual decision. Because it hadn't been made by then.

Unless it was made and someone forgot to tell Rule.
