Slamming the club's past recruitment, which has forced coach Peter Gentle to release three of last year's off-season signings, Pearson says Hull must break their cycle of "mediocrity."
"The recruitment has been frustrating. When I bought the club I was told there would be players coming in who would once and for all get the team successfully around the pitch and have some key influence at six and seven. That just clearly hasn't happened," Pearson told the Mail.
"The one thing I can assure supporters for next season is we will be bringing in quality half-backs. The six and seven positions are crucial and they need addressing.
"We tried all week to get Rangi Chase, but couldn't because of visa issues. He is obviously still on the radar and there are others in there as well and they are top-quality, proven sixes and sevens. That is what we need."
Pearson's comments appear to place huge doubt over the future of scrum-half Brett Seymour, who has another two years remaining on his deal.
"All the best half-backs are under contract and if we have to pay a transfer fee then that's fine, we aren't scared of that. We won't be going for middle-of-the-road players just because they are out of contract," added Pearson."We have made six signings who we know are quality. They are in the bag and we will announce them in September when we can.We are really happy with what we have got. They are quality players. We need three more, we know who they are, and we will get them."
