Is there such a thing as a referee academy Coddy, If not Why?
The selection and promotion of referees has always been something of a mysterious and less than transparent process. That is exacerbated by the fact that so few people choose that path in the game. Little will change until concerted efforts are made to ensure that every single game, from U 9s up is adjudicated by a neutral referee.
Unfortunately match officials are viewed as a necessary evil and not as an integral element of the game, that should be continually developed. Until we get a broader base to the pyramid, we will always struggle to find consistency at the top of it.

another poster with sense. I dont mind my team losing and even if he reffed it better hull still may have lost. What has happened is 11,000 plus people have been robbed a good flowing game of rugby. No matter who had won both sides could have been happy. Thouroughly spoiled.
