Tbf to Powell, what he has done well is to get the best out of some fairly middle of the road players. Their best 17 compared to ours isn't even close on paper. They have a few really good forwards (Watts, Moors, JSL etc.) but there are alot of average bordering on poor players in that side. And he has turned a few players that nobody rated into pretty decent ones (McShane, Milner). Even in 2017 they had no right to do what they did, because they certainly didn't have the best players. Powell has done very well with limited resources. Until he gets a chance with a "big" club, then it's unfair to look at his trophies and say he has underperformed.
