I don't think short term the implications are feeder clubs, as it appears the rules include dual registrations with more than one club, therefore it is mainly giving young players the change to play at Championship level before going back to their SL club. It worked wonders with Craig Hall last year, for example.
The main concern is that Championship clubs do not focus on their youth teams long term, and the kids go straight to the SL clubs as this path lets them develop in the same way but gives them the golden egg of SL rugby at the end of it. However, this is a long term concern and being selfish hopefully Widnes will be in SL by then anyway, reaping the benefits.
In principal, it's a good idea. I know for a fact Penny and Pickersgill weren't best pleased they went back for one or two games just to give players a rest and then had to sit out Widnes' play-off campaign. This would have allowed then to do both.
