Tim Sheens is on record as saying that Butler-Fleming and Heffernan are on very modest wages indeed at Rovers in fact he used the term 'peanuts'. They are here for the opportunity, hope to impress and get a better deal at Rovers or elsewhere in 2018.
It's fair to say Rovers are getting tremendous value out of Heffernan and may yet do likewise with Jake Butler-Fleming. The salary cap doesn't really come into it, they barely make a dent in it. In any case even after Johnson & Dockar-Clay, Rovers are still a long way short of maximum cap.
Butler-Fleming did have an injury when Rovers signed him but he is now looking strong in training and isn't too far away. Rovers are being cautious and the 'back for middle 8's story was just to take the heat off him. He's a good player who will make a difference so if he is part of a strong Rovers team at the business end no one will be too bothered that he didn't feature early on, especially as the team has won every game without him.
